Problem with Transform Factory in JDK1.3

Hi Friends,
I am saving my XML document with following codes.

 TransformerFactory transFactory = TransformerFactory.newInstance();
Transformer transformer = transFactory.newTransformer();
DOMSource source = new DOMSource(document);
       fileLocation=fileLocation.indexOf('.')==-1?fileLocation+".xml":fileLocation;
FileOutputStream os = new FileOutputStream(fileLocation);
StreamResult result = new StreamResult(os);
transformer.transform(source, result);

Though it is working in JDK1.4 but when I switching to JDK1.3 it is giving following exception.
javax.xml.transform.TransformerFactoryConfigurationError: Provider for javax.xml.transform.TransformerFactory cannot be found at javax.xml.transform.TransformerFactory.newInstance(Unknown Source)
Could anybody please suggest me what I have to do run this in JDK1.3
