charSet parameter set using java XSL API  RSS feed

Hi,
How to set the charSet parameter using the java XSLT api ?
When I use
<xsl utput method="html" indent="yes" encoding="iso-8859-1"/>
in the XSL file, I am always getting
<META http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
in the output HTML.
I want to set the value using the java XSL api for different languages.
1. Can I set the encoding parameter dynamically by taking the parameter value from one of the XML element.
2. Is there anyway to set the value using the XSL java API ?
I am using org.apache.xalan.xslt.* classes to transfor XML to HTML based on the XSL file passed.
