You can buy the book from Amazon at http://www.amazon.com/gp/product/1590596765/sr=8-1/qid=1152608635/ref=pd_bbs_1/102-5165853-2905707?ie=UTF8 and it's US$26.39. I don't have any details of whether or not the book will be released in India. My understanding is that it's a worldwide release but I haven't yet seen my own copies so I can't check.

There are no prerequisites for the book. It's aimed at beginning developers new to XML.
