I am familiar with processing web services, but a web site is feeding data with just a raw XML file as a URL.

Where tools should I use to throw this data into a JSP/Servlet web app?

The standard Java library is pretty complete. If you can get a character stream from that URL, it can be parsed into a DOM or read as SAX events. Choosing which way to go depends on what your app has to do with the data.

If you are new to XML, go work through one of the many excellent tutorials first.

Thanks Bill. Looks like there is a treasure trove on your web site. Are any of those links to tutorials you would recommend I start with?
