Changing Processes from Traditional to New

I work for a company that has used traditional software development methodologies for the last 20 years. I have an opportunity with a brand new development project to bring us into the 21st century. I've started using RUP to some degree (actually a mix of RUP and XP) but am definitely getting some resistance. Folks still want to develop their traditional functional and technical specifications. I may get the opportunity to hire in some new blood for the major new development project, which will help. Does anyone have some suggestions for bringing people over to a new approach to software development?

Which traditional software development methodologies? People dont like new process?
Start an Agile process(like XP and Crystal family), and developers will show their pleasure to participate into such a process. (Someone criticizes that XP is developer-centered )
