How are these the same? XP and BC4J?

Is the end product the same? Is the process the only thing different?
Or are these two separate things entirely?

I would say you can't compare XP with BC4J. Apples and oranges. No, more like apples and cheesecakes... BC4J is a component library. XP is a process/methodology.
Using readily available components such as BC4J has does not exclude the use of XP as the development methodology. Is the end product the same? Well, technically not but if both result in a software meeting the set requirements, then yes.

It's a product from Oracle. I actually had the false assumption that it's a component library (maybe it once was) but it seems to be more of a framework than a library.
