It's aimed at both DB admins and developers. The first section covers fundamental skills that both groups should have -- data modeling as well as object modeling for example. The second section covers evolutionary data techniques, including database refactoring, which allow data professionals to be effective members of modern development teams. The third section discusses fundamental implementation issues, such as concurrency control and reporting, providing several alternatives for each major issue as well as discussing the trade-offs of each. There's more to the book than just these things of course, and the URLs provided in other postings should do you well.
