Plug and Play problems

I have an MP3 player which should work when I plug it into my USB port. The player works fine on other computers and the drivers are all installed but when I try it on my Toshiba Laptop nothing happens.
I am running Windows 98SE but have successfully used the player on another computer also running 98SE.
Is there anyway i can force the plug and play? Or would upgrading to XP solve the problems?

Did you plug it in before you turned the notebook on?

yeah I have tried that and nothing happens. I know the USB is working and I usually just plug things in and off they go but this is not going anywhere!
