Problems with US Robotics USB Modem (External)

Hi !
I just bought a US Robotics External modem with USB port. Strange things are happening since I started using it. If I shutdown my system and then restart it, then the power light of the modem does not illuminate. But if I unlpug the modem and plug it again, it glows. If I dont do this then I also get a message at startup "New USB device...".
Apart from this another weird thing is happening. Sometimes if I shutdown my computer and then restart nothing appears to happen. I just get that blue screen with Intel logo.It seems as if BIOS is not checking devices or loading OS. However if I unplug the modem before booting everything is normal.
BTW, I am having these problems with both Win2K and Win98.
I've looked up manuals etc but did not get any clue. So the best approach seems to unplug the modem while shutting down and plugging it again after booting.
Just for the record this is the third modem I am replacing in the last 6 months. And I still have my old (5 yrs old) Motorola modem . It works great. Only problem is that I can't find drivers for Win2000.
