NetMeeting Video Conferencing doesn't work within LAN.

Hello,
Does anyone know why this is the case.
When I use NetMeeting from my remote computer at home with variable ip address, the video conferencing functionality works fine.
However when I am using NetMeeting within a Local Area Network, I can make calls but the video side doesn't seem to work.
I also tried calling a friend who has a fixed ip address on a network at home and the video side to NetMeeting doesn't seem to work.
My networking skills arn't that great so I hope im explaining my problem ok.
Does anyone know can this be fixed and why this happens?

I can almost bet that the problem is with the firewall and not the static IP.
