i have an application deployed on weblogic where the users search for some values and save the file to an xls (tab delimited format). The problem is when the user saves the file it get saves on the server and not on the clients machine. i am trying to save those files on the c: drive of the client. Any opinions or suggestions are welcome

This doesn't seem to have anything to do with Struts. I'm going to move this to general computing.

Assuming this is a web application, you can provide a link to the saved file in the response page. Alternatively, just stream the file to the user as the reponse; if you set the MIME type correctly, the file should display in the browser, or the user will be asked to save it locally.
