Steps in JAVA PKI implementation

Hai All,
I am writing a simple project on PKI implementation using JAVA Technology. The following is the planned steps for implementation of PKI
Subject: ?Procedure for implementation of PKI program?;
Notations:
SA= SERVER-A
SB= SERVER-B
LS= LDAP Server
Scenario:
SERVER-A securely communicates with SERVER-B using JAVA-PKI Technology
There are 2 major processes include in this Scenario. They are as follows:
I). Steps for getting PKI Certificate for SA and SB:
1.One(SA or SB) generates it's own Private Key
2.Entity sends this generated Public key to the LS and stores the Private Key in the KeyStore.
3.Public Key stored in the LS to make it available in the Public Domain.
[IS THE ABOVE STEPS ARE CORRECT?]
II). Procedure for applying PKI technology for the above scenario (Security communication with PKI):
1.SA asks the LS for the SB?s Public Key
2.SA encrypts a MESSAGE with his Private Key snd SB?s Public Key
3.SA sends this encrypted Message to SB
4.---- SENDING MESSAGE ----
5.SB receives the message
6.SB contacts LS for SA?s Public Key
7.SB decrypts the message using his Private Key and SA?s Public Key.
8.SB now got the MESSAGE send by SA via PKI security implementation.
