Are questions in the scjp exam repeated everytime you retake?

It shouldn't really matter unless you trying to pass the test by memorizing answers to questions; which isn't really a good strategy. The point of a test is to measure your understanding and knowledge of the material being covered.

but are the questions taken randomly or are they just different everytime you retake the exam from the previous time?

Again, it shouldn't really matter.
If there were questions that you couldn't answer, then you need to go back and study that material it was designed to cover (not the question itself).

Worrying about such things is a waste of your time.
Focus on learning Java. Let the tests--mock and real-- show you where your weaknesses are. Don't try to memorize answers to specific questions.

If you do the exam a second time, you will not get the exact same questions as the first time. So trying to memorize the right answers is not going to work.
