i wanted to know where i can get information about build.xml tags and the ant tools for compling and creating stubs and skeletons.

You might also try the book, "Open Tools for Extreme Programming". It covers ant and other open-source tools like junit. Don't let the title mislead you. You don't have to be using XP to get a lot out of the book.

You can also try
IBM Websphere 4 Application Development Handbook which is available for free. (This is about 600 pages).
It's primarily about WebSphere, but contains examples throughout which show you how to set up a web application using ANT.
And it's got another chapter about using JUnit, an open source Unit Testing framework.
