Does UML certification really have any value in the industry. Since it does not concentrate on any tool like Rational rose, Together Control centre,...?

Tool is used for making the job simpler. Before using a tool u should(must) know what it does.
I mean u should be familliar with UML notations and usage of UML.
Then the tools will be helpful for expedite ur dev. work.

Many certs are not related to tools. SCJP, SCJD, SCWCD, SCEA....
The only certs that are closly tied to tools are IDE exams, like vc++, vb, ....
