Hi Michael,
DBA is the administrator role, you need to maintain the DB so that the DB runs smoothly. You also need to make sure the DB network works fine, and perform backup and recovery operations, if necessary.
On the other hand, Oracle Form Developer is a developer that focus on developing applications that connect to the DB. Oracle Form in fact is quite similar to VB programs, focus on presentation layer.
I think the 2 roles are totally different in nature, and with less relationship. Just like you can write JDBC for your Web applications to access data, but you do not neceessarily need to maintain the DB or Web Servers.
