Bhargavi,
A website is anything that is available on the internet or is hosted on the web. There are broadly two types of sites. Portals and Web Applications.
Portals are generally a gateway to host of other features. Like its english meaning.. its a "huge gateway". It might lead to host of other applications. Portal has personalization features etc..etc..
Application is generally somthing that satisfies a certain requirement. Like getting the bank account statement on the e-Banking account. seeing the list of stocks, buying online. In a nut shell these cater to certain functions.
The most important and distingushing feature between a portal and an application is that an application will most of the times have a workflow, where as a Portal won't.
I am sure what I said above is just an introduction and you are sure to find lots of things on the internet regarding this.
Regarding the web-services and portal servers.. well if you search the internet will will come across lots of such things..
