1. Namespace declaration applies to the element itself, in which it is declared. Does this hold good even if the element is not qualified with the prefix of that namespace?
2. In this example:
<foo: A xmlns:foo = "http://foo.com">;
<foo:B foo xmlns:foo = "http://bar.com">;
To which namespace would B belong?
