A year ago IBM made available free XMLTest140. What is their's logic? When should s.o. expect a repetition of the holiday?

There allways seem to be some free program for certain IBM certifications.
Currently its:
::: Certification tests for WebSphere Portal and WebSphere Studio :::
Two new no-charge certification tests are available for these two key
WebSphere products, and from Oct. 1 to Nov. 30, 2002, the test fees
are waived:
- IBM Certified Solution Developer -- WebSphere Portal Version 4.1
