Is XML Declaration a Processing Instruction.
Somewhere I read it as not a PI, while few places explain XML Declaration as a special type of PI.

According to Professional XML 2nd ed. by Wrox, this isn't a PI.

According to Skonnard (chapter 1) it is not considered as a PI, though it is similar in syntax.
