Microsoft has got Webservices using .Net as part of MCAD/MCSD certifications. You get MCP if you just pass this exam. I am not sure of anything similar in J2EE front. IBM has announced an exam for Web Services using Websphere at the end of the year.
Best wishes

Please do not crosspost the same question in multiple forums. You can continue this discussion at http://www.coderanch.com/t/220377/Web-Services/java/Webservices-certification
