if you are confident enough that you can learn wsdl and XSLT than go for it.
I took sample test of 142 and failed with 52%..I just want to evaluate myself about where i stand in the world of xml..There were loads of XSLT stuff...I was confortable with schema,DTD,WSDL etc as i have worked on it but no clue about rest of the stuf..I will take 142 but after sometime..Now my suggestion to you is that it may take 2-3 months depending on how you prepare..There are good books/ web tutorials for getting prepared..Also it may be a while before SCBCD3.0 gets released..So you can still attemp SCBCD1.3 as its quite easy..

just out of curiousity prashant ... what kind of j2ee dev work really needs that much amount of xml that 142 asks you of .. i am working on j2ee app that is built on spring and hibernate and i have never touched anything else than xml , never xslt etc. ,( a little dtd sure ) .. so is the job profile of the two technoogies very different ??? can you give me some reference article where a spring / struts relates with xml technologies carried in 142 ???

i too have worked on spring/struts...i think the main work there is just to use configutaion xml files...
I advise you to have a look at exam objectives...
Also look at the xml-142 article series at ibm developerworks
http://www-128.ibm.com/developerworks/edu/x-dw-x-cert1425.html
There are 5 articles...each skimming through various objectives..Than you know where you stand..You really need some time to learn XSLT as its bit difficult technology..
