What's the significance of soap-header element inside handler element

It seems to me that nothing can prevent handler to manipulate all headers. This element seems useless unless container will pass the decared header in te return value of getHeaders and handler only mainpulate the headers inside the return QName arrry of getHeaders
as a good practive.
Any thought?

so what is going to happen if the value specified in soap-header element is different with getHeaders() call of the handler?

Guess, that particular MessageHandler implementation will be skipped since it does not match the header block in the actual Soap message?
Can someone please confirm the behaviour?
