getHeaders implementation of one of the Handlers:
So the RPC servlet, for every Message handler in the handler chain,
1. gets all the QNames by invoking getHeaders()
2. for that patricular handler,Check if the <soap-header> element is present in the QNames[]
3. If yes , invokes the handleRequest
Do Handlers works this way? Please correct me.
