Regarding servlet based endpoint

MZ has written the following points regarding endpoints in his notes.Can anybody clarify these :

1.If the Service Implementation Bean does not implement the SEI, the business methods must not be final.
2.The implementation class must be public,must not be final and must not be abstract.
3.The implementation class must not define finalize method.

I know these may be related to ejbs also,but please clarify.
