why HTTP is not connection oriented?

HTTP is a connectionless protocol(meaning a constant connection does not remain open between requests). Since it is connectionless it must also be stateless. This obviously doesn't mean state can't be saved when communicating over HTTP, it just means that the protocol itself does not provide these features.
