if the necessary permissions are granted, can a signed but untrusted applet access the local sources ?

JDK1.2 is totally flexible, you can grant a applet which come from some place ( by URL ) or which is signed by someone...
So, a applet may access you filesystem and a application may not have any grant, it depends of your security policy.
