Is it a "must"?

Not contesting ur idea. But web services does come with an overhead. Use it when u need to invoke other businesses. When u have rich client talking to ur own business systems, i would not be much enthusiastic abt it.

Perhaps I am misinterpreting your point, but I didn't see anything in requirements for the assignment about a 'rich client'. To what are you refering?

"FBN does not wish to re-write this system at this time, but would like to have the content available to the customer using the web and the travel agent using an application. "

This only means that you should talk with it with HTTP (the only
protocol that CGI system understands), but this is not SOAP.
The most close thing is the XMLPRC.

So, there are two solution:
1, make the rich client act like a browser, send HTTP request to the server. to the service, it doesn't know it is a rich client or browser.
2, the server use xmlrpc/soap.

I think this conversation has definitely trespassed into the solution space.
I will only observe that the requirements also make mention of an Oracle DB in the existing system and that they make mention of no integration interface for the system.
Draw what conclusions you will.
