why not Enterprise Bean class implements remote/local interface???

is it forbidden only because of the exceptions decleared in the Remote interface? Each method of a remote interface must list RemoteException in its throws clause. This is required by RMI-IIOP.
Another related question, does EJBException, a runtime exception, have to be declared in the interface as thrown? People generally do so. I don't know why. Anyway we don't have to declare throw a runtime exception, right?

Only the container is allowed to implement them.
If you would implement, it would not be deployable.
