Hello,
How many MVC action classes must be present for a solution?
One for each usecase?
Can you explain the basic logic behind this?

One for each usecase?

You need to decide that. There is not prescribed limit for this.
I would go on with 1 per use case, But again inspect that with OO measures

you need a class to extract the data from your request object to process it further

How is it determined ?

For example when you write security.jsp on a multi tiered architecture you will feel the need of having SecurityAction.java or SecurityCommand.java or SecurityEvent.java (Naming differs). You would also centralize the creation of these instance with a Command Factory. There are different types of implementation to achieve this
