The questions are at least easy ones, so here are the answers:
1) If you fail Part II, you need to fix your project and resubmit it. (There is a fee associated.) This does not in any way, afaik, put your Part I score into jeopardy, but rather just mandates recompletion of Part II.
Part III... does not get a separate score from Part II. (It's an essay assignment based on your Part II.) You only have to take that part once, though, so if you take Part III and fail your combined II/III, you just need to resubmit Part II, rather than having to re-sit for the III exam as well.
2) There's no time limit for Part II. Part III should be taken as quickly as possible after completion of Part II due to how they're related.
