I have heard that for SCEA exam, they do not specify how many answers are correct for a question. Ie if 3 out of 4 answers are correct and if you mark only 2 correct answers (since you don't know how many are correct), you do not get any marks. Is that correct?

No it is not correct. If there are multiple answers te be selected, you will see a note of 'How many you need to chose'
