Port number on a mobile device or on a base station

The source/type of a CBS message is defined by its Message-Identifier field, which is used to choose topics to subscribe to. Applications can receive messages of a specific topic by opening a MessageConnection with a URL connection string in the format defined below. In the format, message-Identifier is analogous to a port number.

Could anyone have a look at the above passage from the page 35 of WMA 1.1 Specification? Is the port number for a mobile device OR for a base station to send CBS message?

It says that the source/type of a CBS message is defined by its Message-ID field. So Message-ID is equal to Port number. Then the port number is the source/type of a CBS message. So the port number is for the base station who sends the CBS message...

BUT usually when we specify as "cbs://:1234", the port number should be for the mobile device... How do u guys think? I am

My interpretation is that the Message-Identifier is not actually a Port, it just looks like one. You use it to specify the topic you want to subscribe to.

Correct me if I'm wrong anyone.
