App Asmblr vs Deployer responsibility

I'm a bit confused about a responsibility.
I think that the App Assembler is the one who sets the <run-as> entry in the <security-identity>, yet in HF EJB it also says that the Deployer is the one who "configures the run-as principle". Could somebody explain why these are different tasks, if in fact they are.

Application Deployer may assign security roles to methods if Application Assembler did not define this information.
