Does the order of unchecked and method matter ?

With reference to the HFEJB book on page - 581 where the concept of <unchecked/> is introduced
would the meaning still be the same if the
<method>
.
.
.
<method/>
comes before the
<unchecked/>

The DTD of method permission is defined as
<!ELEMENT method-permission (description?, (role-name+|unchecked),
method+)>
So the unchecked element has to appear before the method elements.
