As far as I know, Bean provider, application assembler and deployer can specify the transaction attribute.

It's the Deployer's job to make sure all methods have transaction attributes by the time the app is deployed.

But in the spec p351, it said:

"The transaction attributes may be specified either by the Bean Provider or by the Application Assembler."


That's why I am confused.

That's correct. Either of those roles can specify none, some, or all of them. But, the Deployer has to make sure they're all specified by the time it is deployed in the container.
