You can take any of the certificate without fulfilling any pre-requsits, Prometric's scheduling system does not check this constraint.
From Evelyn's message about SCDJWS exam:
This exam does have a prerequisite, Sun Certified Programmer (any version), you MUST have passed this certification to take the beta. If you take the beta and do not have the prerequisite you will NOT receive your certification package and will NOT receive a score until you have passed the prerequisite.
It clearly stated that, even if you dont have SCJP right now, but still you schedule for other SUN's exam, you can still take it, but without getting certified until you get SCJP.
