Bean things you can do during creation

In HF EJB page 196 , it says when setSessionContext() is called, the sessionCOntext object can be used to access "you special JNDI environment" and during the execution of ejbCreate() the sessionContext object can be ysed to access "your special JNDI environment" ,"another bean's methods" and "a resource manager(like a database)".Whats the reason for not being able to access
"another bean's methods" and "a resource manager(like a database)" , during the execution of setSessionContext() , yet you can access "your special JNDI environment"
