Why is it allowed to do the following 2 thing in the ejbCreate/ejbRemove methods of a Stateful Session bean and not a Stateless Session bean?

Access another bean's methods
Access a resource manager (like a database)

Quote from the specs:

Accessing resource managers and enterprise beans is disallowed in the session bean methods for which the Container does not have a meaningful transaction context or client security context.
