I am little bit confused regarding SCBCD for EJB 3 or EJB 2.

which is best for EJB developer?

According to some EJB 3 and EJB 2 are both going to be around for some time. There are a lot more resources for EJB 2 cert currently than EJB 3.
Therefore it might be worthwhile to take the EJB 2 exam and then go for an "upgrade" later.
