CORBA NO_PERMISSION Error - help ?

When I first tried to run the example application (Advisor) in HFEJB book i got the following error.

my j2eesdk : j2sdkee1.3
my jdk : jdk1.3.1_19

I followed all the steps mentioned in the book...
I thought this is due to some security exception and I tried to edit the Security file in jdk/lib/ folder.. but to my suprise there is no security file (which was there for jdk1.5)

where am I missing ?
