It all depends on the scale and complexity of the project really. A verry heavy application based on multiple servers with the requirement of still being flexible and easy to manage will lean more to EJB I guess. Also.. a company where there's a strict barrier between the programmer, the application manager and the server admin will love ejb for it's separation of roles. But if you have the same requirements for a small application, EJB would indeed be a bit of overkill. They both have their advantages and disadvantages and choosing one depends on the situation.
