tag-lib... which are the correct elements to use?

In my readings, i have noticed that there are two sets of tag-lib elements with the following sub-elements.
Which is the correct one? that is.. if a question in an exam requires me to answer the sob-element uri.. should i put down taglib-uri, or uri??

please help.. and what is the difference between the two that i have described above?

The first is used in the web app's deployment decriptor, web.xml, to declare a tag library and say where it's descriptor is.
The second form is used in the tag library descriptor (TLD) that you declared above. The TLD gives info about the tags that the library contains.
