I've been doing the JWebPlus mock exams and my weakest areas seems to be Custom Tags. I've read the pdf version of Core Servlets and JSPs, the Sun tutorial, the notes that are available in the links section but clearly this is not enough. Could anyone suggest other resources that might help me get my head around them?

I used Java Server Programming book and found the information useful and easy to grasp.Maybe u can put your money on this book.
But to really understand how custom tags work,i would suggest you try out as many code examples as possible. There are not too many classes and interfaces in javax.servlet.jsp.tagext package.
so try doing a lot of exercises to understand how custom tags work. (just my 2 cents..)

Hope this helps,
Manjunath
