mandatory tags in TLD

The question is :
Which of the following are mandatory elements of the tagLibrary descriptor file?
1) tlib-version
2) jsp-version
3) short-name
4) tag

Well the answer says all of the above are mandatory ! Is this necessary for TLD to have declare a Tag ??

Best place to verify these kinds of questions is by referencing the Servlet 2.3 specification. I *highly* advise reading both the Servlet and JSP specifications at least once and then using them as reference for when you are having a problem understanding some details (i.e. which methods take a relative path and which take a full path).
