No, a directive works at translation time. It does not make any sense to have expression at that time.
An include action can have run time expressions.

wording problem
<jsp:include page="..." /> is jsp include action, which can accept request time value
<jsp irective.include file="..." /> is jsp directive, the attribute file cannot accept request time value.
The original question was all messed up...
