Citation from Marty Hall's "Core Servlets and JavaServer Pages"
Neither Tomcat nor JSWDK support automatic servlet reloading.
Nevertheless, they still have You have to restart the mini-server each time you change an existing servlet

Damn.
What is this new word, entered without any definition, "mini-server" mean?
Why it is impossible to reload servlet without restarting mini-server?
I really would like to ask more but I feel me damned stupid to proceed before knowing it. For what, then, serve directories for infrequently changing servlet classes, if the server (and servlets therefore?) is reloaded anyway

It is sorta covered in the JavaRanch Style Guide.
