Is the order of loading in the servlet spec?

All,
I have a servlet whose init method checks for a class "foo" that should be bound to the servlet context.
Class "foo" implements the ServletContextListener and puts itself into the servlet context on the contextInitialized event.
This works correctly in the sun one application server, but not in WLS 8.1. WLS loads the servlet first, then "foo" gets initialized.
Whats the deal?

I should also mention that it works on Tomcat as well.
