Hard to say which one is better...but they are different in several ways:

1) 1.4 is based on the most recent J2EE specifications

2) 1.3 is considered by many to be an *easier* exam than the 1.4 exam, so it might take a *little* more time to prepare for the 1.4 exam.

3) Many of the questions on the 1.4 exam are written in a different format than in the 1.3 exam... they are more "performance-based" than "knowledge-based", which means instead of being asked a simple API or tag memorization question, you're expected to look at a scenario or code sample and figure out the implications.

3) The 1.4 exam covers some new things that were not on the 1.3 exam:
* The JSP Expression Language (EL)
* New custom tag models:
- Simple Tags
- Tag Files
* Filters
* Front Controller pattern
* InterceptingFilter pattern
* ServiceLocator

There's another thread here that links to a page that describes the difference in the objectives between the two exams, in detail, but I don't have the link handy.

Both exams are good, though, so it really depends on your goals.

cheers,
Kathy
