In HFS on page 434 the "Installing the JSTL 1.1" box identifies that just jstl.jar file is required to use JSTL. In my case I needed the standard.jar file as well, found in the same location under tomcat. I am running Tomcat 5.0.28.

I am posting errata to the Orielly site now.
 
It is sorta covered in the JavaRanch Style Guide.
